15 Years of the State Commission for the Supervision of Public Procurement Procedures


Conference goals

The conference will mark 15 years of legal protection in public procurement in the Republic of Croatia, whereby some of the most renowned experts who, everyone in their own way, contributed to the development of public procurement law and in that way to the development of the State Commission for Supervision of Public Procurement Procedures, will reflect on experiences and future challenges of the State Commission.

In addition to marking the 15th anniversary of the State Commission, the goal of the conference is to bring together domestic and foreign experts and members of the academic community to discuss various subjects in the field of legal protection in public procurement, taking into account the views of the contracting authority, the tenderer and the appellant, as well as administrative courts. Such discussion will surely contribute to the development of public procurement law and its application in practice.

At the conference participants will have the opportunity to hear experienced proffesors, judges, attorneys and members of the State Commission acting in the field of public procurement in the Republic of Croatia and the European Union.

Participants at the conference will also receive a collection of papers that will, besides the thesis of the speakers of the conference on their topics, also contain thesis on other important issues related to legal protection and public procurement in general.

He is Life Member of Clare Hall College Cambridge (UK), and Chair in Innovation Procurement at the Maastricht School of Management (NL). He was formerly Italian Delegate for the 7th EU Framework Program (Cooperation-SSH) and Deputy Rector and Chair of the Economics Department at the University of Siena.

Director of PHD program ‘Law, Individuals and Markets’ and director of Master program on Public Procurement management for Sustainable Development. In 2012-2013 he was the Academic co-director of the Centre for Transnational Legal Studies (London). Convenor of the UNEP 10YFP GPP Academic network.     He is one of the leading experts in public procurement and President of the State Commission for Public Procurement Procedures for two mandates. Twelve years’ experience as an Attorney at law, and a great experience as a practitioner in public procurement, concession, and commercial contracts field. Experience in international law (UNCITRAL, World bank) and legislation of EU in the public procurement field.
